The Ministry of Gender, Culture and Children Services has strongly condemned an alleged incident involving a Russian national accused of secretly recording and circulating intimate images of Kenyan women without their consent.

A Russian man has been accused of secretly filming Kenyan women and sharing intimate videos without their consent. Local reports identify the man as ā€œYaytseslav,ā€ a Russian content creator also linked to similar cases in Ghana and South Africa. He reportedly approached women in public spaces, including malls and streets, and recorded private encounters. The videos went viral on social media, sparking outrage as the women appeared unaware they were being filmed. 

In a press statement issued on February 16, 2026, in Nairobi, Cabinet Secretary Hanna Wendot Cheptumo described the act as a serious violation of personal dignity and privacy protected under Articles 28 and 31 of the Constitution of Kenya. She said the incident also undermines national values, cultural integrity, and the safety of women and girls.

ā€œThis act is not only a violation of personal dignity and privacy as protected under Articles 28 and 31 of the Constitution of Kenya, but also an affront to our national values, cultural integrity, and the safety of women and girls,ā€ Hanna said.

According to the statement, the Government of Kenya is coordinating a whole-of-government response, with security, investigative and prosecutorial agencies directed to pursue the case urgently. Authorities are also working in collaboration with international partners due to the cross-border nature of the matter. 

Beyond enforcement, the Ministry announced plans to strengthen policy measures on online safety and digital exploitation, as well as engage stakeholders in the culture, tourism, hospitality, and digital sectors to improve prevention and accountability mechanisms.

The Ministry also urged members of the public to refrain from sharing harmful content, warning that doing so could perpetuate abuse and attract criminal liability.
