President Bola Tinubu has commended the National Agency for Food and Drug Administration and Control (NAFDAC) for successfully retaining the World Health Organization’s (WHO) Maturity Level 3 (ML3) status for regulating medicines and vaccines.
Maturity Level 3 (ML3) is awarded by WHO to countries with medicine and vaccine regulation systems that are stable, well-functioning, and integrated. As of June 30, 2025, the WHO confirmed that Nigeria has maintained this status, reflecting its continued compliance with the Global Benchmarking Tool (GBT) standards.
A statement released by the President’s spokesperson, Bayo Onanuga, revealed that the WHO conducted a re-benchmarking exercise from May 28 to May 30, 2025. The assessment evaluated NAFDAC’s regulatory performance against globally recognised standards.
“The President commends NAFDAC’s management and staff for their professionalism, consistency, and dedication to safeguarding public health, noting that this achievement strengthens Nigeria’s standing as a reliable partner in global health security and pandemic preparedness,” the statement reads.
NAFDAC initially achieved ML3 status in 2022, becoming the first National Regulatory Authority in Africa to reach this milestone for regulating medicines and vaccines without production. The WHO policy mandates periodic reviews to ensure sustained compliance, and Nigeria’s retention of ML3 status reflects continued excellence in regulatory oversight.
This achievement, through the leadership of Professor Mojisola Adeyeye, maintains Nigeria’s commitment to safeguarding public health through stringent regulation of medicines and vaccines.
