Ms. Mary Blaine has become the new executive secretary of the African Tax Administration Forum. In her new role, she will amplify Africa’s voice in international tax debates and ensure that tax systems support equity and development.

Ms. Mary Blaine has become the new executive secretary of the African Tax Administration Forum (ATAF), effective on July 1st, 2025.

The African Tax Administration Forum is a platform that offers tax expertise and support to its African member countries through training, short courses, technical assistance, country programmes, and rapid response initiatives. 

With over two years of leadership experience in strategic development, international cooperation, and Tax policy, Ms Mary is known for her deep commitment to domestic resource mobilisation and inclusive economic growth. During her tenure as the organisation’s deputy executive secretary, she used her expertise to enhance its strategic priorities and multilateral collaboration.

She said, “We have a shared mission — to build stronger, fairer tax systems that fund Africa’s development. I look forward to deepening our partnerships, driving meaningful reforms, and working with our members to elevate Africa’s tax agenda on the global stage.”

Her vision focused on amplifying Africa’s voice in international tax debates and ensuring that tax systems support equity and development.
